Safety Management and Deep Water Drilling

Here’s the Center for Offshore Safety’s Charlie Williams, telling a CSIS forum this week about industry’s continuing effort to make drilling in the Gulf of Mexico as safe as possible:

“The mission here is to promote the highest level of safety – and it’s through effective leadership, communication, teamwork, safety management systems and independent third-party auditing of these systems.”

The center is a growing repository of information, which Williams described as the foundation for responsible operating plans as well as safety and environmental management systems or SEMS. Information is generated, compiled and communicated to industry members. Center for Offshore Safety Names Director, Former Shell Chief Scientist

The naming of Charlie Williams as the first executive director of the new Center for Offshore Safety marks an important milestone in America's efforts to safely and responsibly develop its vast offshore energy resources.

Williams leads the center after 40 years with Shell, where most recently he was the company's chief scientist for well engineering and production technology. His work included developing high-pressure, high-temperature wells and specializing in drilling and completion equipment for extreme environments, such as deepwater exploration and development. Drilling Safety, Energy Security

Our industry's longstanding commitment to safe operations was questioned by some after last year's tragic spill in the Gulf of Mexico. Today, we have more than 20 industry groups working concurrently on improving spill prevention and response. Oil companies are committing resources in the form of dollars, time and expertise to ensure that these improvements are implemented.

In March, we announced the creation of the Center for Offshore Safety. It will bring our best minds and expertise together to help operators strive for and maintain the highest levels of safety performance across the entire industry.

Our Commitment to Safety

With more than 60-years operating in the Gulf of Mexico, the oil and natural gas industry has a strong safety record, drilling more than 42,000 wells. Thirty percent of U.S. oil production and 13 percent of natural gas production comes from the Gulf, and these resources are a vital part of our energy security.

Moving forward, our industry can do more--and most important--it can develop the U.S. oil and natural gas resources our nation requires safely and reliably.
